Early Retirement Eligibility Rules

Rule of 80

If your age + years of service ≥ 80, you qualify for full, unreduced retirement in many state plans. Example: age 55 + 25 years = 80 → eligible.

Rule of 85

Same concept, higher threshold. Common in Texas TRS and some other state plans. Age 57 + 28 years = 85 → eligible.

FERS MRA+10

FERS employees at their Minimum Retirement Age (MRA, usually 57) with at least 10 years of service can retire — but the benefit is reduced 5% for each year under age 62. With 30 years at MRA, there is no reduction. With 25 years at 57, the reduction is 25%.

Early Reduction = Years Early × Penalty Rate% Reduced Monthly = Full Benefit × (1 − Early Reduction%) Break-Even = Years to recover lost income from retiring early
